Dissolve the cornstarch in a little of the stock. Mix with the remaining stock, oyster sauce, garlic and sugar and set aside.

Heat the wok until very hot, add the oil and swirl it around to coat the side. Add the beef in batches and stir-fry over high heat for 2 minutes, or until it browns.

Add the beans and pepper and stir-fry another minute.

Add the cornstarch mixture to the wok and cook until the sauce boils and thickens. Stir in the bean sprouts and serve immediately with the rice.
